TOWN HALL

Wilton Town Hall is a masonry building built in 1930 to house a large meeting hall, offices for four town departments with 4-6 employees and a vault for vital records and land records. The hall, the largest space in town at the time, was used for town meetings, as a courtroom for local trials and as an entertainment venue (i.e. dances, musical performances) that could accommodate up to 800 people. There is also evidence that at some point in its history the hall was used as a movie theater.

In 1959 a portion of the meeting hall was converted to offices and 25 years later another renovation was done, eliminating the meeting hall entirely in order to provide additional offices. A rear entrance was added to the building in 1984.

As of March 2020 the building held eight town departments and 28 employees and one meeting room that had a capacity of 56 people. In the summer of 2020 alterations were made to the building to accommodate protocols necessitated by the Covid pandemic. Vaults for vital records and land records are still maintained in the building.

This 91 year old facility's infrastructure is outdated, inadequate and affects the safety and comfort of town employees and visitors. The building is non-compliant with fire safety standards, only partially ADA compliant and repair costs have escalated substantially, including emergency repairs in spring 2018 that displaced town personnel for over a week while the work was done.

DEFICIENCIES of Town Hall include but are not limited to:

Noncompliance with multiple state and federal requirements
The building...
  • does not have fire sprinklers
  • does not have an elevator, prohibiting disabled visitors and employees from visiting the basement and second floor
Inadequate infrastructure
  • The electrical system is insufficient and ranges in age from 34-88 years old.
  • The HVAC system consists of a patchwork of equipment and is severely inefficient and inconsistent. One part of the building is hot when another part is cold. Makeshift vent covers attempt to help control the temperature in some rooms while portable heaters are needed in others. The problem is compounded by the original windows that let in air during cold weather.
  • The fire protection system consists of heat sensors only.
